DCT3412 weird debug vector address

I need to know if the first address that gets put in the ejtag address register for the (bcm7038) when in debug mode is the debug vector address 0xff200200. also what is the differences in ejtag32 and ejtag64. This test dct3412 seems to be outputting 0xff20020f as the first address in the address register. This is a 64 bit chip and has to programmed in pracc mode. Any info is appreciated.....darkmalice.
