Put it under %appdata%\usbjtag\dll
I am waiting people come to confirm it works before I put in the setup.zip (I have received complains about using WinRAR so zip file is used).
For other Windows you also can use this driver. The device will show "Cypress FX2LP No EEPROM Device" instead of "USB JTAG NT".
Windows 8.1 driver issue solved.

Windows 10 installation. (also work for Windows 8)
No longer have issue with the driver. Ignore all other videos/posts about the driver issue.
I hope this makes you more eager to explorer the new OS.
