Default USB JTAG NT 0.71 uploaded.

1. Add support for FL256.
2. Allow edit the xml within software.

To edit the xml make sure your Windows can open xml in editor not in explorer.
Then go to tool and select to edit the xml.

some minor things that could use fixing.

-window displaying the files doesn't remember window size when reopening program like it does with the other windows. see pic

-mailto should be hidden and just display the email. see pic

Mac 0.71 uploaded. It has the feature of retain the window size. Move on to Linux build.
