This is good sign it can be fixed with USB JTAG NT.

Why are you using the tap c and tap a commands when you already have a flash detection ?

Use the command "program" to get trap on and then program as normal

Try to use cmpram to confirm you have CFE programmed properly. Then use fast mode to program the rest.

Don't really understand what you meant to say here . but if Usbbdm is not able to help you out , it might be better to connect direct to the spi flash itself and program the chip that way.
